Resource Protection & Environmental Assessments

Project: Groundwater Monitoring for Residential Development
Client: White Horse, LLC
Location: Kitsap County, Washington

White Horse is a planned residential development and golf course in Kitsap County. Laura Strauss and Jim Mathieu worked with both the owner and Kitsap County to develop and implement a groundwater monitoring plan. Our work for this project also included reporting in accordance with the plan’s requirements.

Project: Stormwater Monitoring
Client: Precor, Inc.
Location: Snohomish County, Washington

As a manufacturer and warehouse facility in Woodinville, Precor must monitor stormwater quarterly in accordance with the general permit granted by the State of Washington. NLW is responsible for conducting quarterly stormwater monitoring and reporting the results to the Washington Department of Ecology. We also prepared a Stormwater Pollution Prevention Plan (SWPPP) for Precor in accordance with requirements of the general stormwater discharge permit.

Project: Expert Testimony
Client: Greg Danford, property owner
Location: Clark County, Washington

Lakeside Industries is planning to build an asphalt plant in rural Clark County. Nearby property owners are concerned about the affect of this project on nearby surface and groundwater. Laura Strauss worked with attorneys for the local homeowners association to review aspects of the proposed action; she also provided written and verbal expert testimony at the County hearing.

Project: Fuel Line Soil Investigation
Client: Tenant at SeaTac International Airport
Location: King County, Washington

Jim Mathieu managed a soil investigation for a tenant at SeaTac airport as part of the Port of Seattle’s long-term plan to enhance the airport facilities. He assisted the client in designing a scope of work that met not only Washington State’s requirements under the Model Toxics Control Act (MTCA), but also the Port’s standards for soil characterization. The tenant’s goal was to characterize the extent of fuel contamination in soil and remediate accordingly.

Field efforts included coordinating multiple contractors, collecting and logging soil samples, and analyzing volatile constituents using field gas detectors. Jim also established protocols that enabled the rapid sequential analysis of soil data.

Project: Tacoma Landfill Modeling and Aquifer Testing
Client: City of Tacoma
Location: Pierce County, Washington

Jim Mathieu developed numerical groundwater flow models for the Tacoma Landfill area using MODFLOW and MODPATH. The purpose of the modeling effort was to delineate capture zones for supply wells and to provide data for designing an extraction well system. He tested more than 20 extraction wells and analyzed the test results to provide data needed to evaluate the maximum sustainable pumping rates for the extraction wells and to predict the aerial extent of drawdown associated with pumping. Jim also applied analytical models to estimate how fast recharge water travels at the landfill, along with transport models to predict concentrations of chlorinated organic compounds.

Project: Environmental Monitoring & Analysis

Jim Mathieu and Laura Strauss have played key roles in many environmental monitoring projects. As a result, they understand the requirements of pertinent state and federal environmental regulations such as the Minimum Functional Standards (MFS) for Landfills (WAC 173-304), MTCA, and the Resource Conservation and Recovery Act (RCRA). Their responsibilities have included:

MFS (WAC 173-304)—Managing a water-quality databases and reporting quarterly monitoring results for a landfills in King, Thurston, Grant, and Klickitat Counties; supervising the drilling, installation, and sampling of monitoring wells at a major eastern Washington landfill.

MTCA—Designing dedicated equipment to monitor metal contamination at a Yakima Valley site and then retrofitting wells with this new equipment.

RCRA—Implementing RCRA monitoring requirements for soils, pore water, and groundwater at a major western Washington oil refinery.
